Legislation introduced on Monday by Senator John Barrasso, Republican of Wyoming, would prohibit the Environmental Protection Agency from regulating greenhouse gases that are believed to contribute to climate change. The bill would overturn the agency’s 2009 findings on the effects of carbon dioxide and other greenhouse gases and ban any action by the E.P.A. to limit greenhouse gas emissions without specific Congressional authorization. It also would prohibit the use of several landmark federal laws for the purpose of addressing global warming. Several similar bills aimed at the E.P.A.’s regulatory authority are believed to be coming in the next few weeks from Republicans and coal-state Democrats in both houses of Congress.
