Sen. John Hoeven, R-N.D., announced in Bismarck today that he plans to introduce legislation this week to give states regulatory authority over hydraulic fracturing. The Empower States Act reportedly would allow states to both manage the fracking process and to designate state agencies that would respond first to any regulatory violations. It would also require a federal agency to hold hearings and consult with appropriate state and local agencies when drafting new oil and gas regulations. The Empower States Act is to be co-sponsored by Sen. Lisa Murkowski, R-Alaska, who toured the Williston Basin with Hoeven this week. Read more...
