Sen. Harry Reid (D-Nev) introduced legislation yesterday that would give the Federal government a role in the construction of transmission facilities needed for transporting alternative energy to areas of high demand. Under the proposed Clean Renewable Energy and Economic Development Act of 2009, the President would have the authority to declare "renewable energy zones"--areas where electricity could be generated from renewable sources but that lack high-voltage transmission lines to export the power to distant markets.
The legislation would also give the Federal Energy Regulatory Commission the authority to decide where to place the lines and who should pay for them in those states that fail to take the initiative on their own. In addition, states would have the right to connect to any lines constructed under the terms of the legislation that pass through their borders.
