A federal judge reportedly has ruled against the State of Minnesota in its attempt to keep a coalition of coal interests led by the North Dakota attorney general's office from continuing a suit filed last November in response to the Minnesota Next Generation Energy Act. The law prohibits new coal-fired power plants in Minnesota and limits out-of-state imports of new coal-based electricity unless the exporting utility can show it has reduced carbon dioxide emissions elsewhere.
